Care, in their words.
Lancashire County Council is changing how it delivers adult social care through its Living Better Lives in Lancashire programme. Through EY, the council asked us for an animated film that shows residents what good care can look like: warm and hopeful, and careful with a sensitive subject.
The brief
Hopeful.
And accurate.
The film shows how better-joined-up support can change an ordinary day for people who draw on care. It had to work for residents, families and staff, and it had to be accurate about how the service really works.
How we worked
Co-created
before a frame.
- A co-creation hub. We built a private online hub where council staff answered story and character questions. Their 46 answers shaped the script, so the story came from the people who deliver care.
- Timecoded review. Every cut went back through the hub, and the client team left notes pinned to exact moments in the film.
- A consistent 2D world. Characters and locations were designed as reference stills first, then animated with Google’s Omni model through Google Flow, so each person looks the same in every scene.
- A local voice. The narration is by a Lancashire voice put forward by the council, not a generic synthetic narrator.
- Edited like television. The film is cut and mixed in Premiere, with rough cuts, timed notes and versioned sign-off, as on a broadcast programme.

The film is in senior review with the council. We will add it here when the council releases it. A second film, for the council’s workforce, may follow.
